Philadelphia Navy Yard Connected Communities Plan

The Philadelphia Navy Yard Connected Communities Plan (CCP) incorporates proven technologies, community systems, and enhanced transportation and mobility services that align with objectives of the Navy Yard’s existing Energy Master Plan to drive user satisfaction and advance the Philadelphia Navy Yard’s economic development agenda.

Within the last 20 years, the Philadelphia Navy Yard has undergone a remarkable transformation from a closed naval base to a thriving mixed-use redevelopment, integrating historic buildings with new high-performance, energy efficient structures. The CCP integrates complex infrastructure systems and individual projects, future-looking technology choices, and innovative new partnerships and business models.

The CCP is being developed and will be implemented in order to provides effective solutions that:

  • Leverage stakeholder engagement and expand partnerships utilizing white-boarding sessions, focus groups, web-based and mobile engagement, and partnership investment exploration.

  • Confirm visions and measures for a smart and connected community through clear plan objectives and performance metrics for the basis of project prioritization, partnership co-investments and business model justification.

  • Identify current conditions utilizing data and information collection, and perform gap assessment that will be used to rank potential sites with targeted areas, including estimated financial costs.

  • Create a final implementation roadmap that identifies projects prioritized into a five-year plan to include initiative scope, responsible implementing parties, key performance indicators for monitoring and evaluation, and potential funding sources.
